Colin B. McKay, Ph.D., is President and founder of Smilex. Dr. McKay leads the development and design of each interactive multimedia product at Smilex. He has 23 years experience in teaching, research and creating interactive design and database applications for biophysical image analysis, interactive simulation, behavioral-change, and technology-based training in the medical community.

Colin received a Bachelor of Science in Physics from the University of Strathclyde in Glasgow, Scotland in 1973. After serving as a Physics instructor at John Curtin University in Perth, Australia, he returned to Europe where he earned a Ph.D. in Biomedical Engineering from the University of Compiègne, France. Colin came to the United States in 1980. After completing postdoctoral training at the University of Southern California School of Medicine in Los Angeles, Dr. McKay was a Senior Research Scientist in the medical school of Columbia University/Presbyterian Medical Center in New York City.

From there Dr. McKay came to the Rice University Department of Biomedical Engineering as a Senior Research Scientist. Dr. McKay subsequently served as the multimedia project manager on a major educational museum project, funded by NASA, at the Department of Space Physics and Astronomy at Rice. The resulting multimedia exhibit, called "Space Update", was an innovative web-based multimedia program which established a model for public information dissemination that is being replicated in schools and museums nationally. It is on display at the Houston Museum of Natural Science and other national science museums.

Teobaldo S. Cuervo-Delgado is Vice President of Business Development for Smilex. Teo is one of the pioneers in Digital Diagnostic Imaging with over 25 years of experience, both clinically and in business. He has a Masters in Science degree in the application of Physics in Medicine. While doing his Masters studies, he had the opportunity to work with one of the first clinical CAT Scanners in the world.

This opportunity provided him with an in-depth knowledge of the clinical uses of this new and revolutionary technology. His strong scientific background and the clinical experience acquired during five years of intensive work with some of the early luminaries in CAT scanning clearly established him as an authority in the field and strengthened his credibility with the medical community.


He joined Technicare Corp., a co-developer of the CAT Scanner technology and later a leader in the development of new digital imaging technologies like Magnetic Resonance Imaging and Digital Subtraction Angiography. He worked closely with the physicians at the Cleveland Clinic in Cleveland, Ohio, the clinical partner for Technicare. Teo traveled around the world introducing the new technology as it became available, giving lectures to physician groups on the benefits of the new technology.


When GE Medical Systems purchased Technicare, Teo was one of the few retained by them to continue in his international role as both clinical and marketing expert for their technologies. He successfully established GEMS as a leader in Vascular Digital Imaging both in Asia and later in Latin America. After GEMS’s acquisition of the French Imaging and Radiation Therapy manufacturer CGR and with his background as a Physicist, he became product manager for Latin America for this technology. He successfully introduced it throughout the Region, placing more orders than all competitors combined. He acquired valuable experience in managing difficult projects in difficult markets, furthering his reputation among the luminaries both internationally and domestically.

Maria Anderson, RN, Ph.D., Assistant Professor Emerita of Psychiatric Nursing at Texas Woman’s University, has more than 30 years experience in teaching, clinical practice and research in psychiatric nursing. She received a Bachelor of Science in Nursing from the University of Oklahoma, a Masters in Education, and a Ph.D. from Texas A & M University.

Dr. Anderson is the clinical content expert and inspiration for the RSP System training program, which is based on her previous work in Competency Assessment Through Continuing Education for Psychiatric/Mental Health Nurses. In this pilot program, conducted by Dr. Anderson, psychiatric nurse experts and staff nurses practicing in psychiatric mental health settings identified core competencies for their practice area. These core competencies were developed into vignettes to provide targeted continuing education to nurses about new CMS and JCAHO guidelines on seclusion and use of restraints. The vignettes were field tested in three different settings, two rural inpatient psychiatric mental health facilities and one urban inpatient psychiatric mental health facility. Work was commissioned by the Texas State Board of Nurse Examiners and funded by the Texas Legislature.

Cynthia Lynn Phelps, Ph. D., Assistant Professor of Health Informatics at UT-Houston and Design Team Leader for Smilex, brings experience in developing web-based educational materials to the team. She earned a Bachelors of Arts in Biology and Biochemistry in 1991 from Hope College; a Ph.D. in Pharmacology and Toxicology from Michigan State University; a Post Doctoral Fellowship in Neuroscience in 1998 from the University of Texas Medical School, and from the University of Texas School of Health Information Sciences with research in learning in the health sciences using technology.

Dr. Phelps is currently the principal investigator for LEARN, a research project funded from the National Institute for Mental Health, designed to create web-based educational materials for high-school students. Dr. Phelps is the Principal Investigator on the web education component of BrainsRule! awarded by the National Institute for Drug Abuse to Creighton University. BrainsRule! aims to teach kids about neuroscience using web-based multimedia (http://www.brainsrule.com). In addition, Dr, Phelps has been instrumental in the development of The Reconstructors, a web-based learning adventure game used to teach kids the science and technology behind drugs of abuse (http://reconstructors.rice.edu/). As design team leader for RSP, Dr. Phelps and has been responsible for assessing expert knowledge, and incorporating it into the design of the RSP System training software.

Jennilee Longshore joined Smilex in 2000 as a graphic designer. She received a Bachelor of Fine Arts with a secondary degree in Psychology in 1984. Jenni's previous experience is as an artist and designer, and as a project manager for Educational Video Network, an educational video production company. She currently works as Project Coordinator for the RSP System and as Multimedia Design Leader.
